Opinion....He is giving an excuse for accidentally firing the weapon, or he was very in experienced and didn't want to admit that he didn't know how to release the action. If it was truly a case where the action was stuck, it would have been better to take the gun with safety on, pointed in the air, to a safe area and get the attention of a club official to get instruction on how to deal with the situation.
