Is Obama's top economic advisers to blame for the largest government bailout in US history?

Seems like people are just ping blame from person to person these days. First Obama was to blame for rising gas prices. Now he is to blame for the current bailout? Are we reading this from cue cards or are these really some of the ideas my fellow Americans actualy believe in?
