So Libs, why does Obama think a surge would work now when he didn't believe it worked in Iraq?

Iraq is a divided country with different religious and ethnic groups while Afghanistan isn't.In Afghanistan there's a better chance to build up a strong state compared to Iraq where militias run the place.
